Who is a civil servant?

The activity of any country is a rather diverse, complex and comprehensive process. It is the state that ensures the stable operation of all sectors of the economy. And it is clear that to guarantee the stable functioning of this system, special governing and coordination bodies are created.

A civil servant is a person who occupies a certain position related to ensuring the activities of the state. At the same time, he receives the salary assigned to him at the appropriate level from the country's budget.

The civil service is carried out in the following areas:

  • civic activities;
  • military service;
  • law enforcement.

Features of the work of all public servants are enshrined in a special law "On the foundations of public service in the Russian Federation." It is here that the main points of the functioning of such an important system are indicated. Civil servants have the right to be exclusively citizens of this state. But there may be exceptions, which are determined by relevant decrees or laws.

The salary of civil servants depends not only on the direction of activity, but also on the rank and length of service. Moreover, each link has a special accrual and payment system.

The history of civil service in Russia

In 1917, with the advent of the new Soviet power, they issued the "Decree on the Civil Service." All old employees were dismissed, and the new composition of state power was staffed by revolutionaries and "ordinary workers." Initially, the administrative apparatus of the USSR consisted of 300 thousand specialists. Over time, their number increased significantly by the end of the 20th century. exceeded 1.5 million

At the same time, the official income of civil servants did not exceed the average salary of an ordinary worker. However, specialists had a number of privileges in the form of free service in special sanatoriums, shops, etc.

Categories of civil servants

The salary of any specialist depends directly on his qualifications, position and work experience. According to the current law of the Russian Federation, civil servants are divided into five main groups:

Income

These payments include:

  • Long service bonus. For example, for a period of 1 to 5 years, an employee is paid extra 10% of the monthly salary. Then, for each next five-year period, 5% is added. The maximum size of this allowance is almost a third of the salary.
  • Award for completing particularly difficult and important tasks. It is determined individually for each public service body.
  • Extra charge for work with the state secret or for special conditions of service. Moreover, its size can exceed the salary by almost 2 times.
  • Monthly promotion.
  • Material assistance and one-time payment when making a vacation.

A civil servant is an official whose salary, like that of any other employee, depends on the results of his work and labor efficiency.

Settlement procedure

In addition to the basic payments and statutory remuneration, there are many other incentives that regional authorities can establish. At the same time (due to indexation) the law also provides for an annual increase in civil servants' salaries.

Salaries of this class of specialists are quite small: from 3000 to 6000 p. Again, everything directly depends on the rank and service life of each official.

When forming the annual wage fund, in addition to the main articles, a special reserve is provided, consisting of:

  • Lifetime bonus. Its size is three official salaries.
  • Payments for work with state secrets. This is the salary of civil servants, increased by 1.5 times.
  • Monthly cash rewards.
  • Salary for a special class rank. It is equal to four employee salaries.
  • Various bonuses for the fulfillment and overfulfillment of the set targets - 200%.

Salaries are paid, as a rule, twice a month. The first part is an advance payment (up to 40%), and the rest is directly a salary with all kinds of allowances. Like everyone, every month all major contributions to various state funds are kept.

Also, an ordinary civil servant has the right to a paid sick leave (the amount depends on the total salary).

Pension calculation

A civil servant is a profession that can be obtained by any able-bodied citizen of the Russian Federation with a certain level of special education and relevant skills. And each such employee has the right to rely on fair retirement benefits.

Moreover, its accrual procedure and amount depend on the type of activity of a particular public servant. There are two types of pensions: for length of service and for age. They can be paid simultaneously and, as a rule, after the dismissal of an employee.

The calculation of such social benefits, according to the latest data, takes into account the size of the salary, rank or title, as well as the qualifications of the specialist. The last job of the employee is also taken into account.
