Since 2007, the federal legislation of Russia states that the preparation of documents required for the registration of any real estate can be carried out exclusively by a cadastral engineer, working only on the basis of his own qualified certificate. It is issued only subject to the following requirements:
- citizenship of the Russian Federation;
- secondary education in one of the specialties approved by the state body, or higher, obtained only in an accredited institution;
- lack of criminal record related to intentional violation.

- as a private entrepreneur;
- as a company employee on the basis of an employment contract.

- providing conditions for their professional activities;
- establishing mandatory rules for the implementation of their work and ethics;
- monitoring compliance with these laws;
- organization of continuing education courses.
Such organizations may:
- Represent the interests of their members in relations with authorities when they issue a refusal of cadastral registration.

Reasons for certificate cancellation
A document may be deleted in the following cases:
- if the fact of forged documents for obtaining accreditation is established;
- if there is a court decision or verdict that provides for the deprivation of the cadastral engineer the right to carry out activities for a specified period;
- filing a personal application for cancellation of a document;
- receiving more than 10 times the refusal to register the site after the engineer’s work or the preparation of relevant documents.
The decision to revoke the certificate by the qualification commission may be appealed in court.
